The Action
IMPAC3T-IP aims to cultivate an expansive approach to licensing that empowers Europe to thrive competitively in the global economy. It advocates for an inclusive innovation process that embraces co-creation among diverse stakeholders, enhancing Europe’s ability to adapt, transform, and govern democratically.
The project is developing a toolbox and an associated training program to support licensing in three key scenarios:
- Classical+ – licensing beyond the traditional industrial rights for inventions, into more modern bundles of rights needed to license digital technologies.
- Crisis – supporting rapid voluntary licensing under different legislative regimes and standard and non-standard conditions.
- Co-creation – created for complex partnerships with multiple owners and diverse licensing objectives.

The IMPAC3T-IP consortium is composed of the following partners:
META Group has been supporting RDI actions since 1993 and has established trustful relationships with many PROs, TTOs and enterprises through the IP Booster and Exploitation Booster programmes. Through its networks, META Group can reach over 20,000 direct contacts and over 200,000 companies and start-ups.
Contribution: Project coordination and management, leading Dissemination and Communication activities.
The University of Alicante (UA) runs the European, the Latin American and the Indian IP Helpdesks. Research on IP, innovation and knowledge transfer are core activities for them. UA has a wide network of actors in the field of IP and cooperates with many stakeholders worldwide but especially in Europe and America.
Contribution: Toolbox development and testing, classic+ scenario definition.
UCD was founded in 1854 and is ranked within the top 1% of higher education institutions world-wide. NovaUCD – the Centre for New Ventures and Entrepreneurs, supported by Knowledge Transfer Ireland, has built extensive working relationships with TTOs in Ireland. Since 2003 UCD has provided support to over 500 companies and early-stage ventures.
Contribution: Scenario definition and process mapping.
Since 2011 Demola Global have co-created with more than 2500 companies, over 5000 teams and had participants from over 1200 universities around the world. Demola Global was established in Finland and now operates around the world with students, experts, researchers and professionals participating from over 1400 higher-education institutions.).

A.R.I.C.C. is an a not for profit applied research and development organisation based in Wallonia in Belgium. It provides cutting edge and collaborative research in the development of applied knowledge, tools and software in the field of Intellectual Capital including learning programmes and workshops. With its sister organisation Areopa it provides knowledge globally to large and small companies, research centres, universities, governments and NGOs.
Contribution: Toolbox and training programme launch for entrepreneurs and start-ups.
Atrineo AG has relationships with over 80 PROs and their TTOs predominately in Germany. It is also engaged as a member in the TransferAllianz, the German association for technology transfer professionals. Through different networks, Atrineo AG has a reach of over 400 KTOs and their staff.
Contribution: Leading Exploitation activities, launch of the toolbox and the training programme, and creation of the training programme.
ASTP was established in 2000. It is the premier, non-profit, pan-European association of Knowledge Transfer professionals with 1450 members from 650 organisations and 44 countries across 5 continents plus a network of 33 national associations of TT/KT professionals and 9 SIGs including AHSS and a new SIG for ‘Impact’.
Contribution: Toolbox testing. Collecting case studies. Creation and management of Special Interest Groups (SIGs).
e-lucid currently provides its online licensing platform to 20 leading Universities & research organisations across the UK, EU & USA and is connected to and in active discussion with many more. E-lucid has also engaged with all 3 major knowledge transfer associations (PraxisAuril, ASTP & AUTM) as an advocate of Express Licensing.
